So I've been on this search for an easy way to pull of a pitch shifted delay...where the delay repeats are an octave higher than the dry signal. I ended up getting a rig I thought would work that didn't. Anyways, I got the idea from John Popper. I found a little info on how he does it from several years ago, but the setup is really complicated.
I tried to dig a little more into what effects he uses. I started this three years ago when looking at getting a Leslie pedal of some sort. There is next to no info out there about the effects he uses (brand, set-up, etc.). There is one article about their live sound that doesn't get into specifics.
John isn't always shown love on harp boards, but in today's day and age where you can find out the strings a guitar player used on a specific song, I am surprised there isn't more Popper-rig info out there. Effects are a popular topic on this board, and here is a national act playing large stages where the frontman uses several effects for harp while not having huge feedback issues.
Love him or hate him, I am just making the point that there isn't much effect talk in regards to his rig (which is separate from tone and phrasing). If you've listened to anything after Four, you can hear him use effects on albums with great success. I think there have been four or so studio albums since Four that include all sorts of cool sounds.
But the Leslie and pitch shifted delay are by far my favorite. I am even willing to unload my Line 6 DL-4 for something that will do the pitch shifted delays like a Boss PS-3 Pitch Shifter Delay.
Oh yeah, there was a list of pedals he used on the old BT website when Live from the Fall was just out...I am sure he's updated since then...I've seen his table of effects, but was never close enough to tell what they are....I've seen a pod on stage too.
Richard Hunter- if there is a Digitech RP anything that can do pitch shifted delays, let me know and I'll get one the same day. ;)

"Music should be healing; music should uplift the soul; music should inspire. There is no better way of getting closer to God, of rising higher towards the spirit, of attaining spiritual perfection than music, if only it is rightly understood."
-Hazrat Inayat Khan
"Music is like a river or stream that has come down to us through time, bringing nurture to man's soul. From the past masters, this music flowed to my father and through him to me. I want to keep this stream flowing. I don't want it to die. It must spread all over the world."
-Ali Akbar Khan
